Ukraine and Turkey have concluded 136 intergovernmental documents that regulate relations in almost all areas. The key ones are the Treaty of Friendship and Cooperation between Ukraine and Turkey of 4 May 1992, which defines the main directions, forms and methods of cooperation between the parties, and the Joint Declaration on the Establishment of the High Level Strategic Council between Ukraine and Turkey of 25 January 2011, which established a special nature of relations between the parties - strategic partnership and created the main institutional mechanism for its implementation.

During the working visit of President of Ukraine Volodymyr Zelenskyy to the Republic of Turkey on 7 July 2023, a Memorandum of Understanding was signed between the Ministry of Strategic Industries of Ukraine and the Ministry of Industry and Technology of the Republic of Turkey in the field of strategic industries. On 23 October 2023, a Memorandum of Understanding was signed on the Free Trade Agreement between the Government of Ukraine and the Government of the Republic of Turkey and bilateral trade.
Negotiations are ongoing to conclude international agreements on social security, cooperation in migration, military, law enforcement, culture, education and information.
In general, it can be stated that the legal framework between Ukraine and the Republic of Turkey continues to be systematically updated and developed. An important task in the context of strengthening the strategic partnership between the two countries remains to ensure the effective implementation of existing agreements and the proper preparation of drafts of new agreements.
