On 4 February, with the facilitation of the Ministry of Foreign Affairs of Ukraine, a visit of more than 60 heads of diplomatic missions of foreign states and international organisations accredited in Ukraine to the Darnytska Combined Heat and Power Plant was organised. On 3 February, the facility became the target of another terrorist attack by Russia.

Foreign diplomats had the opportunity to witness firsthand the consequences of the cynical strike, the sole purpose of which was to deprive Kyiv residents of heating during extreme winter temperatures.

The briefing for foreign representatives was attended by Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development Oleksii Kuleba, Deputy Minister of Foreign Affairs of Ukraine Yevhen Perebyinis, as well as representatives of the Ministry of Energy of Ukraine, the Darnytska CHP Plant, and the facility’s management company.

Diplomats were provided with detailed information about the devastating extent of the damage inflicted on this critical energy infrastructure facility, which supplies heating to more than 300,000 residents of Kyiv, as well as kindergartens, schools, and hospitals. It was emphasised that Russia’s actions constitute an act of genocide against the civilian population and a gross violation of international humanitarian law, and that all those responsible for this crime must be held accountable.

Deputy Prime Minister Oleksii Kuleba also briefed representatives of embassies and international organisations on the urgent needs related to restoring the energy infrastructure and expressed gratitude to partners for the assistance already provided.
